Event: The U.S. Embassy continues to monitor the rapidly changing conditions due to COVID-19 in Timor-Leste and will continue to share information and include pertinent new information in bold for quick reference.
On March 31, the Government of Timor-Leste (GOTL) extended a State of Emergency (SOE) for the entire country through 23:59 on May 2. Specific requirements of the State of Emergency can be found at the Embassy’s COVID-19 webpage.
On April 1, the GOTL announced that travel by land, sea, or air between Dili Municipality and other Timor-Leste municipalities would continue to be restricted through 23:59 on April 17, except in limited situations authorized by the Integrated Crisis Management Center. The GOTL also announced that travel by land, sea, or air between Baucau and Viqueque Municipalities, and other Timor-Leste municipalities, is similarly restricted through 23:59 on April 10, except in limited situations authorized by the Integrated Crisis Management Center.
The Timor-Leste National Police (PNTL) has advised that they are actively enforcing the GOTL-imposed movement restrictions related to COVID-19 and stopping individuals who are doing outdoor activities to include walking, jogging, cycling, and running. Groups of more than two persons less than two meters apart are advised not to congregate on public roads. Increasing numbers of PNTL officers have been deployed to enforce this directive.
During the enforcement periods, U.S. citizens are advised to limit outdoor movements as much as possible and should be prepared to provide explanation to the PNTL if requested. U.S. citizens are cautioned that the GOTL may impose criminal penalties for non-compliance to its announced directives.
U.S. citizens are advised to continue to practice preventative measures, including wearing face masks and practicing social distancing, and to monitor local news and resources for potential travel restrictions.
