On March 14, 2020, the President issued a new Presidential Proclamation (P.P.) titled “Suspension of Entry as Immigrants and Nonimmigrants of Certain Additional Persons Who Pose a Risk of Transmitting 2019 Novel Coronavirus.” The earlier coronavirus related proclamations – P.P. 9984, issued on January 31, 2020, P.P. 9992 issued on February 29, 2020, and P.P. 9993 issued on March 11, 2020 remain in effect.
The March 14 proclamation suspends entry as nonimmigrants or immigrants for aliens who were physically present within the United Kingdom, excluding overseas territories outside of Europe of Great Britain and Northern Ireland (United Kingdom, excluding overseas territories outside of Europe) or the Republic of Ireland (Republic of Ireland) during the 14-day period preceding their attempted entry to the United States. This includes individuals transiting the United Kingdom, excluding overseas territories outside of Europe, or the Republic of Ireland. The proclamation contains multiple exceptions, including for lawful permanent residents (LPRs) and certain family members of U.S. citizens and LPRs.
The March 11 proclamation suspends entry as nonimmigrants or immigrants for aliens who were physically present within the 26 countries of the Schengen Zone during the 14-day period preceding their attempted entry to the United States. This includes individuals transiting the Schengen Zone. This proclamation suspends the entry into the United States, as immigrants or nonimmigrants, of all aliens who were physically present within the Schengen Zone during the 14-day period preceding their entry or attempted entry into the United States. The countries subject to this proclamation include Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland. These restrictions are in addition to those previously outlined for the People’s Republic of China (China), excluding the Special Administrative Regions of Hong Kong and Macau, and those for the Islamic Republic of Iran (Iran).
